The ADA-Compliant Porta Potty is wider, enters at grade with no step, and carries grab bars and wheelchair turning space. Any public event needs one in each group of units.

For a unit on private ground, no. Grapevine issues no permit for a portable toilet on your own lot, your driveway, or a fenced job site. Public ground and big events are where the rules bite.
Private property and job sites: keep the unit inside your property line. If the job already carries a building permit, the unit is part of the site setup and needs nothing extra.
Streets and sidewalks, and a useful carve-out: the City's street rules make it unlawful to unnecessarily obstruct a street or alley with vehicles, lumber, boxes, or other substances so as to block free passage, and the same goes for placing any article on a sidewalk. Then comes the part worth knowing. Anyone engaged in building, removing, or improving a building may occupy the portion of the street or alley next to that work with materials, so long as it takes up no more than a third of the street width, goes in no earlier than ten days before construction starts, and is cleared within five days of completion. A builder may also occupy up to half the width of the sidewalk alongside the work. Those limits are real and so is the penalty, because the chief of police can give notice and the City can remove an obstruction at the offender's expense. Talk to Public Works before you put a unit anywhere in the road.
Big events: the City requires a mass gathering permit for any outdoor gathering expected to draw more than 500 people who stay for more than six continuous hours, and both the promoter and the property owner have to hold one. The application goes in at least 60 days ahead, and it must describe every step taken to keep minimum standards of sanitation and health. The city health officer then reports on whether those standards will actually be met, a public hearing is held at least ten days before the event with abutting owners notified, and a clean-up bond may be required.
Smaller and indoor events: a public entertainment permit is filed no less than 30 days before the first performance, and it asks for the number of restrooms available in the facility. The City may refuse a permit outright where sanitation facilities are inadequate.
The number is still yours to set. Grapevine publishes no attendee-to-restroom ratio, so no official figure exists to quote. Your account manager will size the order and give you something defensible to put on the application.
Placement decides how well a unit works and how quickly it can be serviced.
Set units on firm, level ground. A unit on a slope leans and a unit on soft fill can settle. Plywood or a mat under the feet is cheap insurance, especially on a freshly graded pad.
Leave the truck a clear run. We need width and overhead room to set and lift a unit, so keep the route free of parked cars, spoil, and stacked material, and share gate codes before delivery day.
Hold units at least 15 feet away from food service and well back from storm inlets, creeks, and the lake shore. On a job site, place them within about 200 feet of the work or crews will stop walking to them. At an event, break the units into groups and give each group an accessible unit on flat, solid footing.
Weekly service is standard: the service crew pumps the tank, washes the interior, and restocks paper and sanitizer every visit. Heavy use, heat, and food service all argue for twice a week. On the disposal side, Texas controls the haul rather than the unit. The state requires anyone transporting chemical toilet waste to be a registered sludge transporter, alongside septage and grease trap waste.
