A unit on private ground, like your own yard, a ranch, or a fenced job site, normally needs no City permit in San Antonio. The rules start once the unit touches public land or a public event.
City parks: Any gathering over 75 people in a park or pavilion counts as a special event, and the Parks and Recreation special event application asks you to list portable toilets along with tents and stages. Extras can bring added approvals and fees, and staff decide where equipment sits. Rental fees and the deposit are due at least 30 days out, so start early. Streets and sidewalks: Downtown parades, runs and other assemblies go through the City's processions and assemblies office at 210-207-3677. A First Amendment event applies 15 business days ahead with no application fee. A commercial event applies 45 business days ahead, carries insurance and pays a $75 application fee.
Work in the right-of-way: Anything set up in a City street, alley or sidewalk area falls under Right of Way Management in Public Works, which also issues block party permits. Contractors register with that office before they can pull a permit. Call 210-207-6949 with questions.
Food vendors: If food or drink is sold or handed out, each booth needs a temporary food permit from Metro Health, bought at least three days before the event. Booths need a water container with a free-running spigot, a catch basin, soap and paper towels, and hand sanitizer alone will not pass. Call 210-207-6000 if you're unsure.

Where the units go decides how smoothly the whole rental runs.
Set them on firm, level ground. Caliche and dry clay hold up well, but a low spot turns to soup after a Hill Country downpour, and a leaning unit is a safety problem. Leave the truck a clear lane with no low mesquite branches or parked trailers blocking it.
Keep units about 15 feet away from food service, and well back from creeks, storm drains and wellheads. On a job site, place them within a couple hundred feet of where people are working so nobody burns half a break walking. In a park, remember that anything blocking a sidewalk, trail or path is not allowed.
Most rentals get one service visit a week, and busy sites get more. Texas requires anyone hauling chemical toilet waste to be registered with the state environmental agency, to list the disposal sites they use, and to log every pickup and drop-off on a trip ticket. The city's own sewage is cleaned at the San Antonio Water System recycling centers at Steven M. Clouse, Leon Creek and Medio Creek. Licensed haulers take what they collect to a treatment plant approved to receive it.
