On private ground, whether that is a ranch, a yard, a driveway or a fenced job site, Kerrville has no permit for the unit itself.
Events: a special event permit comes from the City parks and recreation department, and the application has to be filed not less than 30 days before the activity starts. Late applications can be considered where good cause is shown, but that is a concession rather than a right. The fee is set by City Council resolution and posted at the parks and recreation office. The rules cover more than paperwork. Besides the two unit minimum above, the City requires commercial solid waste receptacles on site at every outdoor special event, tents and temporary structures to meet the fire and building codes with fire lanes kept open, written evidence of adequate parking, and a temporary water meter where the event will draw on City water. The parks director can also require notice to neighboring property owners where the event is large enough to affect them.
Streets and sidewalks: Kerrville is strict here, and this is the Kerrville point to plan around. The code bars placing anything in a street, square, alley or public passage that may obstruct free passage. The only carve out is building materials for immediate use, and even then they may not occupy more than a third of the width or block drainage. Sidewalks are tighter still: obstructing a sidewalk at any time so as to prevent free passage is unlawful, with no stated exception. So plan a unit onto private ground, and if a street placement is unavoidable, treat it as an event or public works conversation rather than an assumption.
A customer duty worth knowing: Kerrville puts the trimming duty on the property owner next to the right of way, and it is specific. Trees and shrubs that overhang a roadway have to be cut back to a full 14 feet of clearance, and over a sidewalk to a full ten feet. That matters to us, because a service truck needs the same kind of clearance to reach a unit.
Outside the city limits: a large Hill Country gathering on ranch land is a different question. Texas treats an outdoor gathering held outside a municipality as a mass gathering once it is expected to draw more than 2,500 people, or more than 500 where most will be under 21 and alcohol is expected, and lasts more than five continuous hours or runs at any point between 10 p.m. and 4 a.m. The promoter files for a county permit at least 45 days ahead, and the application has to describe the steps taken to keep sanitation and health standards. The county health authority reports to the county judge before the hearing.
Who may haul the waste: Texas registers the companies that move it. A state sludge transporter registration covers domestic septage and chemical toilet waste by name.

Siting the unit well matters more on Hill Country ground than almost anywhere.
Firm, level footing comes first. Caliche sets up hard and holds a truck well, while the thin soil over limestone does not always drain. A pad near a gate beats a prettier spot in the middle of a pasture.
Keep units at least 15 feet from food service, and well back from the Guadalupe River, creeks, low water crossings and any wellhead. Flash flooding is a real Kerr County risk, so keep a unit out of a draw and above the flood line. On a job site, place them near the crew and clear of equipment. At an event, split them into clusters and give the accessible units level, solid footing.
Weekly service is the baseline. Festival weekends, large crews and the hottest stretch of summer usually justify a second stop, and an exposed unit on open ground needs staking before a storm line comes through.
