Schertz spans three counties. The Census Bureau lists Schertz under Bexar County, Comal County and Guadalupe County, all with one place code. Two Schertz addresses can sit in different counties, so any county office you contact should match your address.
What the Guadalupe County health office covers. Guadalupe County's Environmental Health page says its duties are to permit and regulate on-site sewage facilities, development in special flood hazard areas, subdivision plats, and public nuisance enforcement. Portable toilets are not among them, and its food truck permitting is for the unincorporated areas. On the Bexar County side, the county's code enforcement page scopes its building review to the unincorporated areas as well. The Comal County website did not respond to our requests, so we state no Comal County rule.
The City's website refused us. Schertz's site returned a refusal at both addresses we tried, and its code sits with a publisher that asks automated readers not to crawl, which we honor. The City's rules exist and we have not read them, so we claim nothing about them. Contact the City of Schertz before a unit goes on any street, sidewalk or park.
Why that City call matters. The federal construction rule allows chemical toilets on a site without a sewer unless prohibited by local codes, so a Schertz rule could decide what is allowed on public ground.
Waste hauling. Whoever pumps and hauls the Schertz tanks must be registered with TCEQ as a sludge transporter, because Texas lists chemical toilet waste among the loads that need it.
