On private property, including your own driveway or a fenced build site, Bastrop asks for no permit. The City publishes none for a dumpster, and the city code has no roll-off container provision, so a container on your own lot is simply a container on your own lot.
The street is where the rules bite, and in Bastrop they take the form of a prohibition rather than a permit. The city code makes it unlawful to deposit garbage, brush, or heavy accumulations such as brick, broken concrete, lumber, dirt, plaster, sand, or gravel in any street, gutter, or storm inlet. A separate section forbids placing refuse of any kind outside a building except as the solid waste rules allow. Breaking the pavement is different again: any excavation or opening in a street needs a permit from the city engineer first, along with a bond covering the repair.
The practical reading is simple. Keep the container and everything in it on private property, and keep debris out of the gutter and the storm inlets while you load. If your site genuinely leaves no room off the street, do not guess. Lumber, drywall, roofing, flooring, cabinets, trim, doors, carpet, furniture, and ordinary cleanout junk are all fine in a roll-off.
Texas sets the outer boundary. The Texas Commission on Environmental Quality lists wastes barred from every municipal landfill in the state: lead-acid batteries, do-it-yourself used motor oil, used oil filters, whole scrap tires, refrigerators, freezers, air conditioners and anything else holding refrigerant, bulk liquid waste, anything with free liquids in it, regulated hazardous waste, PCB waste, and radioactive material.
Asbestos is treated as a special waste in Texas, and the state tells you to call the landfill before you move it, because many will not take it at all. Abatement belongs with a licensed contractor.
The local list is shorter but just as firm. The county transfer station will not take concrete, bricks, rocks or masonry units, and it also refuses oil and oil filters, brush, paint of any type, chemicals, and batteries. Those materials need a route arranged before loading day rather than after.

The City of Bastrop is clear that it operates no drop-off or transfer station of its own for brush, appliances, soil, or other materials, and it points residents to a short list of outside sites instead.
The closest public one is the Bastrop County Transfer Station at 601 Cool Water Drive, run by the county's environmental and sanitation division. It is open Tuesday through Saturday, 8 a.m. to 4 p.m., and the number is 512-549-5166. The county publishes its rates by vehicle rather than by the ton: a pick-up truck loaded to the top of the bed is $50.00 for a short bed and $65.00 for a long bed, with trailers and dump trucks priced upward from there.
Two things about that station shape a project. It stopped accepting concrete, bricks, rocks, and masonry units when it reopened, and it adds a surcharge on asphalt shingles. For a tear-off or a demolition job, that is worth knowing at the quoting stage rather than at the gate.
Beyond the county station, the City names several private landfills and transfer stations toward Austin and Manor, including one that takes construction and demolition debris only. Your account manager will confirm which site your container is going to and what that site charges before we dispatch.
