On private property, no City permit for the container itself. A unit on your own driveway, lot or fenced construction site is not something you apply for, and that is how nearly every New Braunfels delivery is set up.
The roadway is a different matter and the code is pointed about it. New Braunfels publishes no container-specific street permit, so what applies is the general rule against obstructing a public way. But the solid waste chapter adds something sharper that is aimed at haulers rather than customers: a hauler's use of city property, streets, alleys, roads or other rights-of-way without a permit creates a presumption of debt, which the City may enforce by pleading the value of the service and by recording liens. That is our exposure rather than yours, and it is one more reason we settle the placement question before a truck rolls.
The collection rule is the part that genuinely affects who you can book from, and we would rather set it out plainly than have you discover it later. The City's own solid waste and recycling division is the exclusive provider of commercial garbage collection inside the city. Private service is contemplated, but only where the solid waste manager has determined that the service is not available or furnished by the City, or that it is not in the City's best interest to provide it. On top of that, a private hauler needs an approved service agreement with the City, and a separate permit for each truck it operates, with insurance of half a million dollars on both general and vehicle liability. The permit is not transferable and the City may revoke it at any time in the public interest without a refund.
Two further facts belong on the table. The City will not collect construction or demolition material in its own containers, and says so in its code: that material is the owner's or contractor's responsibility, at their expense. And the City itself rents open-top roll-off containers in 20, 30 and 40 cubic yards through an agreement with its solid waste division. So you have a real choice here, and you are entitled to compare both properly.
What we do is simple. Your account manager confirms the City's current position for your address and material before anything is scheduled, and tells you plainly if the answer changes the plan. City Hall is at 550 Landa St. and the City line is 830-221-4000.
