On private property, your driveway or a job site you control, Belton requires no container permit. That is where we will plan to put it, and it covers almost every job in town.
The street is the part to know about, because Belton's rules are unusually flat. The solid waste chapter makes it unlawful to place, store, or abandon an obstruction of any kind in a street, alley, sidewalk, right-of-way, or on public property. The streets chapter separately makes it unlawful to obstruct any street, alley, crossing, or other public place, and a third provision bars placing any article on a sidewalk that blocks free passage, with a short exception only for goods a merchant is loading or shipping.
Against those three bars, the City publishes two right-of-way permits and neither one fits a container. One covers construction of driveways, parking lots, curbs, sidewalks, streets, drainage, and utility mains, along with demolition of the same. The other covers digging a hole or trench in the street or laying pipe, and it carries a surety bond. The City's own right-of-way permit form lists the work types it covers, and they are construction, grading, lighting, telecommunications, cable, gas, electric, water, and sewer.
So plan on private ground in Belton. If your site genuinely has nowhere off the street, call the City of Belton at 254-933-5800 and ask Public Works whether anything can be arranged, since a department may allow something the code does not publish. Your account manager can help you make that call before you book, and we will not promise a street spot without it.
