On private ground, like your own yard, a driveway, a ranch, or a fenced job site, you normally will not need a City permit in Camarillo. The street is a different matter, and the city code is unusually plain about it.
Streets, sidewalks and the right of way: Camarillo defines an encroachment as any obstruction, structure, or object of any kind placed on, in, along, over, or across a public road. A portable toilet standing in the road or on a sidewalk is squarely inside that definition, and the code requires a permit from the City Engineer before anyone places one. Applications go in writing to Public Works on the department's own form, usually with a sketch showing exactly where the unit will stand, and you sign a hold-harmless statement. The ordinance names sanitary facilities directly: the City may require them, permanent or portable, for every worker, attendant, and guest for the hours the event runs. You file a location map and a plan with the application. Two details catch people out. Unimproved ground used for an event has to be treated so it does not become a nuisance, which usually means watering down dust or laying ground cover. And a nonprofit can hold only one right-of-way special event permit in a calendar year.
Food vendors: Food at a community event runs through Ventura County Environmental Health, and the package is due at least 30 days before the first day. The organizer has to make sure restrooms are on site and kept in good repair, and the site plan has to show the location and number of toilets and handwashing facilities for the food handlers. Events running four days or more need warm running water at each booth.

Where the unit stands decides how well it works all week.
Start with firm, level ground. Field soil on the Oxnard Plain turns soft after irrigation or a winter storm, and a service truck does not recover gracefully from that. Give the driver a straight lane with no low branches, narrow gates, or parked cars.
Keep units at least 15 feet from food service, and well back from irrigation ditches, creeks, and storm drains. On a job site, set them inside roughly 200 feet of the crew. At an event, spread them across two or three groups instead of one long row, and give accessible units flat, solid footing. Remember the Cal/OSHA point: the washing station goes beside the unit, not inside it.
Weekly service is the baseline. Large crews, long festival weekends, and hot inland stretches usually call for a second visit, and Santa Ana wind days are worth planning around, since an exposed unit on open ground needs staking.
Camarillo treats its own wastewater. The Camarillo Sanitary District, based at 601 Carmen Drive and reachable on 805-388-5300, runs a plant that receives, treats, and disinfects about 3.5 million gallons a day to tertiary level, then sends reclaimed water out to landscaping and farmland.
