On private property you're usually fine. A unit in your driveway, on your own lot, or inside a fenced job site doesn't need City sign-off. Public land and public events are where the paperwork starts.
Events: Moreno Valley handles special events through a temporary use permit. The City's major temporary use permit guide is worth reading early, because the detailed site plan you file has to show restrooms along with parking and driveways. Your application moves across Planning, Building and Safety, Fire Prevention, Land Development, Transportation, and the Police Department before it comes back for final approval, so start well ahead of your date.
Streets and sidewalks: Work inside the public right-of-way needs an encroachment permit from the Construction and Permits Division at 14177 Frederick Street. Call 951-413-3124. Work hours are limited to 7 AM through 6 PM on weekdays, weekends only by prior approval, and driveways in the work zone have to stay usable the whole time.
Food at your event: Riverside County Environmental Health wants the coordinator's paperwork at least 10 business days before the gates open. Its temporary food facility guide says restrooms must be within 200 feet of the booths and stocked with hot and cold running water, liquid soap, and paper towels. Each booth serving open food needs its own handwashing sink too, with pump soap, single-use towels, and a catch basin. That shapes where your units go, not just how many you rent.

Placement decides how clean your rental stays and how fast each visit goes.
Set units on firm, level ground. Graded dirt in the Inland Empire compacts well when dry and turns to ruts after a winter storm, so pick a spot the truck can reach in either state. Leave a straight approach clear of low branches, parked trailers, and pallet stacks.
Keep units at least 15 feet away from food service, and away from storm drains and channels. On a job site, place them within about 200 feet of the work face. That distance also lines up with what the County expects near food booths, so one good location often satisfies both.
Standard service is once a week: pump the tank, wash and sanitize the interior, restock paper and sanitizer. Summer heat, large crowds, and double shifts are the usual reasons to go twice.
Riverside County requires portable toilet waste to be collected by an approved liquid waste hauler registered with Environmental Health, and those haulers file monthly reports on what they pump and where it goes. The County also keeps the list of approved disposal sites. In Moreno Valley, treatment is handled by Eastern Municipal Water District, whose Moreno Valley Regional Water Reclamation Facility is one of four regional plants processing around 49 million gallons a day.
