On private property, usually not. A unit in your yard, on your own ranch, or inside a fenced job site does not need a City permit. Public ground changes that, and so do large crowds.
Streets and sidewalks: The City's Engineering division reviews, approves, and inspects street permit work, and it issues the encroachment permit you need for anything placed in the public right-of-way. The office sits at 339 Fifth Street and answers at 831-636-4340.
Events on public property: Hollister asks for a public assembly permit once an event on public property is expected to draw more than 100 people or to hold up traffic. File with the city clerk at least 45 calendar days out, or 60 days if you expect more than 1,000 people. The packet includes a hold harmless agreement, insurance naming the City, a map of the route or closure, and an application fee.
Events on private property: A permit kicks in there once you expect more than 1,000 people or you need a street closed. A closure also needs signatures from most of the affected neighbors or businesses.
State highways: On state right-of-way outside the City's streets, Caltrans requires an encroachment permit, and it treats a street festival or community event as an encroachment in its own right.
Food vendors: San Benito County wants a temporary food application two weeks ahead. File late and there's a $54 late fee, and anything arriving within three days of the event may simply be refused. Environmental Health is at 351 Tres Pinos Road and answers at 831-636-4035.

Set units on firm, level ground with a clear run for a full-size truck. Valley soil goes soft after winter rain and dusty in late summer, so a gravel pad or plywood under the unit pays for itself. Watch for low orchard limbs, narrow ranch gates, and cars that show up on event morning.
Keep every unit at least 15 feet from food service and well away from creeks, wells, irrigation ditches, and storm drains. On a job site, place them within about 200 feet of the work. In the field, remember the state's quarter-mile walking limit and move units as the crew moves. At an event, spread them into a few stands so no single line forms, and give the accessible unit flat, solid footing.
One service visit a week is standard. Add visits for large crews, multi-day events, and hot stretches.
As for where it goes, the City's Utilities Division runs both the industrial plant and the domestic water reclamation facility, which treats Hollister's wastewater and turns much of it into recycled water for park irrigation, airport greenery, and groundwater recharge. San Benito County Environmental Health permits septic pumpers and collects a quarterly report from each one.
