On private property, in your driveway or on the construction pad, DeBary asks for no placement permit. That is the route we plan for and it is the route the City's own rules push you toward.
The street is the part to get right. The City's streets rules make any use of a City right-of-way for something other than its intended purpose unlawful without the City's prior written consent, and they name commercial use, including storage, as covered. The solid waste rules go further for a container: the City's own definition of a commercial refuse bin takes in roll-off containers, and the same subsection says that container may not be located within any street right-of-way. Where the City's two documents pull in different directions we follow the more specific one, which is the rule written about containers. In short, plan on private ground in DeBary.
Permits of every kind run through the City's online portal, and City Hall is at 16 Colomba Road, open Monday to Friday from 8:30 a.m. to 5 p.m. and closed on holidays. The main line is 386-668-2040 and inspections are booked on 386-601-0212. Start from the City's permits page.
Collection is the other half of the answer, and DeBary is open rather than closed. The City makes it unlawful to carry solid waste over its streets without a franchise or a city permit, but the code says in terms that all franchises are nonexclusive and that the council takes applications from one or more companies, and it offers a separate transportation permit for hauling on top of that. The City publishes no list of approved companies. There is one point a contractor should know: builders, roofers, demolition and land-clearing contractors and tree services are named in the code as businesses that need their own city authorization to carry their own occupational waste, and the wording of that section is ambiguous enough to be worth a call to the City before relying on it.
