Yes, on a residential lot in Panama City there is a permit, and it is one of the clearest container rules in Florida. On private property that permit is free, which is the good news, but it comes with real conditions.
An owner or occupier of residential property who has a construction dumpster placed on the lot has to get a City container permit within five business days. The permit runs for up to 60 days and has to record the container's serial or rental number, the name and address of the lot owner or occupant, the date it was placed, the date removal is due, and the local telephone number of the company that supplied it. That last item is our detail to provide, and your account manager will give it to you with the delivery confirmation. The rule does not apply to someone building a brand new single family residence.
The 60 days can be extended. Where the home is under construction or reconstruction under a valid building permit, the container may stay longer, and it then has to be gone no later than ten days after the building permit expires or after construction has substantially stopped for more than 60 days, whichever comes sooner. The planning director may also extend the permit in further periods of up to 60 days for good cause. There is no fee for the permit, although the City can pass on its own costs for inspection, cleanup or removal if things go wrong.
Then the placement conditions, which are specific. No container may sit on the paved surface of any public or private street in the city, or in the public right of way. Any container placed in Panama City has to stand on asphalt, concrete, gravel or another hard paved surface. The permit itself has to be displayed inside a window or door of the house where it can be seen from the street. And the container has to be at least seven feet from the side and rear property lines and ten feet from the front property line.
Those setbacks are the detail worth checking before delivery day, because on a narrow Panama City, Florida lot they can rule out the obvious spot. Send your account manager a photo of the drive and we will confirm it fits before the truck is dispatched. Where the right of way is genuinely the only option, the City's right of way use office handles that review, and the fee varies by project type, so ask them for the current figures rather than relying on a number written down elsewhere.
