A container on private property, such as a driveway or a construction lot, does not need a street permit in St. Cloud. The part that matters here is a different requirement, and it is one of the most specific in our network.
St. Cloud requires a roll-off container franchise for anyone collecting solid waste in the city for consideration and carrying it over the city road system, for construction and demolition class waste. The franchise is nonexclusive, runs for a term of five calendar years, and is granted by the city manager on an application that is published and open.
Three features of it are unusually customer-relevant.
The city expressly refuses to treat saturation as a reason to say no. Its own words are that the fact an area of the city is already being served shall not in and of itself be grounds for denial of an application. That is the opposite of how several Texas and California cities handle the same question, and it means a St. Cloud customer is not stuck with a single supplier.
There is a container offence with real teeth. Nobody may place a roll-off container for the collection of solid waste in St. Cloud without a franchise, and the city may remove an unfranchised container from its location, notify the apparent owner, and hold it. Retrieval means paying a pull and storage charge, administrative fines and any disposal charges on the debris inside. After 30 days the container is treated as abandoned property and the city may dispose of it. The cost of that falls on the container's owner, which is us, so the practical point for you is simply to use a franchised supplier.
Fines can also reach your land. The code allows the city to impose administrative fines as a special assessment lien against the real property on which a container is placed or maintained in breach. That is a reason to confirm the supplier's standing rather than take it on trust.
The franchise also carries a revenue share of 15 percent of gross quarterly customer receipts, quarterly reporting of every account by name and address, and an annual independent audit. Those are our obligations rather than yours, but they are part of what a St. Cloud price has to carry, and it is fairer to say so than to pretend the market here is the same as the next county.
City Hall is at 1300 9th Street on 407-957-7300, and the Solid Waste office is at 2705 Peghorn Way on 407-957-7289. The city publishes the franchise agreement application route on its own solid waste page. Your account manager confirms the current position before a container is delivered.
