On private property, no permit is needed for the container itself. That covers a driveway, a private parking lot, or a job site you control.
The street is not an option in Doral, and that's worth planning around. The city's solid waste rules state that at no time may cans, containers, or dumpsters be kept on any public property, street, alley, sidewalk, or other public land, or on any property not owned or rented by the person whose waste it is. The only exception written into that rule is for county curbside recycling containers on designated pickup days. A separate city rule adopted in 2023 makes it unlawful to store any item of personal property on any public property at all, and it defines public property broadly enough to include swales, medians, bicycle lanes, and sidewalks. The city can order removal after a day's notice, or sooner if it judges the item unsafe. In short, there is no permit to apply for, so the drop spot has to be on the property.
Commercial and multifamily sites have a second condition. Containers there have to be completely screened from neighboring properties and from the right-of-way using walls or fences and landscaping, they can't sit in a front yard, and on a corner lot they can't sit in a side yard facing a street. Building that enclosure needs a city permit, and dumpster enclosure cases appear on the city's own list of work that Public Works permits. The screening rule does not apply to single-family homes.
Doral also requires the hauler to hold a city solid waste franchise, so the paperwork sits with us rather than with you. For questions about placement, call the City of Doral Department of Public Works at 305-593-6740. Your account manager will confirm how the city's rules apply to your address before anything is scheduled.
