On private property, including a driveway, a back yard behind the building line or a commercial lot, Blue Island publishes no container permit. That covers nearly every rental here.
The street, the alley and the parkway are a different matter, and Blue Island closes all three. The city code bars depositing any refuse of any kind on a sidewalk, street, alley, parkway or public place. It makes an exception for material deposited under a permit authorized by a city ordinance, but no ordinance in the code authorizes a container in the street, and the streets chapter contains no street occupation or obstruction permit at all.
The parkway, the strip of city land between the house and the curb, is closed by a list rather than a prohibition. The code allows no encumbrance there other than grass, bushes, shrubs, flowers, trees and decorative rock. A container is not on that list.
There is also a timing rule for anything the city does allow at the curb: a refuse container may not go onto a city street, sidewalk or any city property before 6:00 p.m. the evening before collection, has to be back on private property by 10:00 p.m. on collection day, and then has to be stored out of view from the front of the premises.
Call Blue Island Public Works at 708-597-8604, or City Hall at 708-597-8603, with any question about city property. Public Works is also the department a resident calls to arrange an appointment pickup for bulky items beyond the weekly two. Your account manager will confirm the drop spot and reach the right office for you before delivery is scheduled.
