If the container sits on private property, including your driveway or a fenced job site, Joliet publishes no permit for it. That is where most of our deliveries go, and it is the simplest route.
A street, sidewalk, parkway or alley placement is different. Joliet's streets code makes it unlawful to place building materials, a stone pile or any other obstruction on a sidewalk, street, parkway, alley or avenue without first obtaining a permit from the director of public works. A loaded roll-off is both of those things at once, so this is the instrument that applies.
Two conditions are worth knowing before you apply. The permit will not be issued until the applicant files a certificate showing liability coverage in place, and the code sets the figures it expects to see. The city can also serve five days' written notice to remove an obstruction, signed by the chief of police, the city manager or the superintendent of streets, so a container left beyond its welcome is not simply overlooked.
There is a second reason a street placement needs clearing in advance. Joliet's own waste chapter bars placing municipal waste in any street, alley, parkway, sidewalk or publicly owned property other than in an area authorized for collection. Because Joliet defines municipal waste by reference to the state environmental act, and that definition reaches construction and demolition debris, a full container standing in a Joliet street is arguably covered by that bar as well as by the obstruction rule. We read it the practical way, which is that the obstruction permit is the route, but it is the kind of overlap worth resolving with the city rather than assuming.
