Start with the part that surprises people: in Niles a container is not merely allowed on a construction site, it is required. The Village rule says every residential, commercial and industrial site where demolition, construction, renovation or clean-up work is underway must have a container for construction waste and related non-garbage trash, and that it has to be gone within fourteen days of the work finishing.
On your own property, no separate approval is needed while a building permit is open. Outside active permitted construction, a container on private property needs a Village dumpster permit and may not stay more than thirty consecutive days.
A container on the public right-of-way is a different matter. The Village requires written authorization from the Community Development Department before the unit is placed, and the application asks for a sketch of the spot plus the name, address and telephone number of the company supplying the container and its size. Placement is then tied down: clear of fire lanes and exit doors, at least fifteen feet from a hydrant and from an intersection, at least eight feet from a private driveway, within a legal parking space, no more than six inches off the curb, and marked with reflective striping or a barricade with flashing lights at each street-side corner. Plywood at least half an inch thick has to go underneath, and the unit must be kept free of graffiti.
The Village of Niles is at 1000 Civic Center Drive and can be reached on 847-588-8000. Your Prime Dumpster account manager handles the supplier details the application asks for and will point you to the right Village contact for your address.
