A container sitting on your own driveway or inside a fenced work area needs no Village permit in Lombard. Better still, the Village code says the location and screening rules that apply to standing dumpsters do not apply to a container used on anything other than a regular weekly service schedule, which is exactly what a project rental is.
The public right-of-way is a different world here, and it is narrow. Lombard makes it unlawful to place a waste container on any street, alley, parkway or walkway. The single exception is the B5 Central Business District, where one container per property or business may be allowed with prior written approval from the Director of Building, who is the sole authority on whether approval is given.
That approval comes with real conditions. You have to show the container cannot reasonably fit on private property. It can only go in a marked parking space on named stretches of St. Charles Road, Park Avenue or Main Street. It must sit at least ten feet from any building, 15 feet from a hydrant and 30 feet from a crosswalk or traffic signal. Barricades with working flashers go at the corners, a tarp goes over the container whenever work is paused, and the maximum container size allowed in the street is 20 cubic yards. It has to come off the right-of-way on Saturdays and Sundays, and it has to be gone within six hours of a notice from the Chief of Police or the Director of Public Works. A certificate of general liability insurance at the Village's stated limit of one million dollars, naming the Village as an additional insured, is part of the file.
Outside that downtown district, there is no street option published at all, so the driveway is the placement that works.
One more thing the Village publishes directly: household waste collection in Lombard runs through a waste disposal firm the Village has under contract, and the code sets what that firm may charge. A project container is a separate arrangement, and your account manager confirms how the Village treats your address before anything is scheduled. We have not been able to open DuPage County's own position on hauler requirements, so we make no claim either way about a county step, and your account manager checks it rather than assuming. Call the Village of Lombard at 630-620-5700, or use the Village's own contact page, where walk-in hours are listed as Monday through Thursday, 8:30 a.m. to 4 p.m. Your account manager finds the right desk in the Building Division and tells you what the file needs.
