On private property, in your driveway or on the construction pad, Danville asks for no placement permit, and that is where most deliveries here are placed.
A street or a sidewalk is different, and the City's rules on this sit in an article written specifically about occupying public space during the construction or repair of a building. Before any sidewalk or street may be used under that article, a permit has to be obtained from the Department in every case. There is also a hard limit on how much you may take: the space is confined to the area immediately in front of the premises, covering the nearest sidewalk, and no more than a third of the street measured from the nearest curb, with the City Engineer deciding which. A contractor running several such jobs at once has to put up additional security for each one.
The office to talk to is Engineering, which reviews all work in the right-of-way, public and private. It sits in the Public Works Building at 1155 East Voorhees Street and takes applications and payments on 217-431-2321, with the forms on the City's permits page. City Hall is at 17 W. Main Street on 217-431-2200.
On the collection side Danville licenses rather than excludes. The City makes it unlawful to collect or haul waste for payment from any point in the city without a City permit to do so, and the City Clerk takes applications with insurance, bonding and vehicle inspection paperwork. Those permits renew on the first of May. There is also a point that reaches the customer directly: waste originating at commercial premises and at residential buildings of more than three units has to be collected by duly licensed private collectors, not by the City's own crews. A construction site counts as commercial for that purpose. Your account manager will confirm the arrangement for your address before booking.
