A container that intrudes on a street, alley, sidewalk, or other public way is a different story. Bakersfield covers that with an encroachment permit from its Public Works Department, and the city's own definition reaches any facility that intrudes into, upon, over, or under a public way, even one that does not block travel outright.
That permit is not a quick form. The city asks for a $652.00 permit fee, a scaled drawing, proof of liability insurance, signatures from surrounding neighbors or the business owner, a boundary survey prepared by a licensed land surveyor, a written justification, utility markings from Dig Alert with photographs, and letters from every utility provider in the area. The city states there is no guarantee of approval even when all of it is submitted.

One city rule matters more than the permit. Bakersfield reserves the collection of discarded materials to the collector working under a city contract or franchise, and it is unlawful to make an agreement for collection with anyone else. The city's own definitions put a roll-off container of seven to forty cubic yards inside that rule, and every owner has to arrange collection through it. Lumber, drywall, shingles, flooring, cabinets, stucco, fencing, and general cleanout junk all load fine. The limits come from California law and from what the county landfill will take.
California makes it illegal to put hazardous material in the trash, and the state's banned list reaches further into building debris than most people expect. Treated wood, the kind used in fences, decks, and retaining walls, has to be managed as hazardous waste rather than landfilled. Asbestos turns up in older cement board, roofing, flooring, and siding. Fluorescent tubes and LED lights, every type of battery, oil based paint and solvents, antifreeze, motor oil, propane cylinders, and electronics of any kind all stay out too. Tires are not hazardous, but they are banned from the trash and are charged by the tire at the landfill.
The county landfill adds its own refusals: no firearms or explosives, no hazardous waste, no hot ashes, and no liquids of any kind. It also will not take waste generated outside Kern County.
If an item is borderline, especially fencing, old decking, or anything from a pre 1980 building, flag it to your account manager before it goes in the container.

Kern County Public Works runs the disposal system here, which means your debris goes to a public landfill with published charges rather than a private scale you cannot see.
Bakersfield construction and demolition loads go to the Bena Landfill at 2951 Neumarkel Road, Bakersfield. It is open every day of the week from 8 a.m. to 4 p.m. and closes only on New Year's Day, Easter Sunday, the Fourth of July, Thanksgiving, and Christmas. Trucks stop at the gatehouse for a load check and weighing, recyclable material goes to the diversion area, and the rest goes to the face of the landfill.
The Roberts Lane Transfer Station at 1900 Roberts Lane is much closer to north Bakersfield, and people often assume their debris is going there. It is not. That site is residential only, with short evening and Saturday hours, and it accepts no construction or demolition waste, no commercial waste, no green waste, and no tires.
