On private property, a driveway, a yard or a fenced construction pad, there is no City approval to get in Colton. The City's own container rule says a container must not be placed within the limits of any street or alley unless the Public Works Director authorizes it, so private ground is the straightforward route.
If the container has to go in the street or the right-of-way, the Engineering Division is the office. The City describes its Engineering staff as issuing all permits and inspecting all construction within the public rights-of-way, and lists oversized load, street cut, encroachment, right of way, grading and drainage permits among them. There is no published fee figure on the City's own pages, so ask when you call. City Hall is at 650 North La Cadena Drive, the main number is 909-370-5099, and offices run Monday through Thursday, 8 a.m. to 6 p.m.
The bigger question in Colton is who may collect. The City's solid waste ordinance reserves the collection, removal and disposal of all solid waste to the City, its agents, franchisees or independent contractors, under the supervision of the Public Works Director and on terms set by the City Council. Solid waste takes the state definition, which names demolition and construction wastes inside it and excludes only hazardous, radioactive and medical waste. There is no carve-out for source-separated construction debris.
A route in does exist. A collector applies to the Director of Public Works for an annual permit priced per vehicle, and that application goes to the City Council, which has to approve it. The City also reserves the right to pick one or more firms for an exclusive system, and says applications for new permits are submitted when the City requests proposals. Your account manager will tell you where we stand on your project before you book, and will say plainly what we can and cannot do at your address. There is one more detail worth planning for: containers in Colton are required to be kept tightly covered at all times except when material is going in or coming out.
Business license questions and the permit that goes with refuse collection both run through the City's offices on La Cadena Drive. Your Engineering Division contact is the right first call for anything touching the street.
