A container on private property, in a driveway or inside a job-site lot, is the normal placement in San Ramon and does not need a street permit. The city's own rules push firmly in that direction.
San Ramon's waste chapter says no waste, organics or recycling container may be placed, stored or kept in or on any public street, sidewalk, footpath or public place, apart from narrow collection windows. A curbside container can go out no earlier than 5 p.m. the evening before collection and has to be back in by 11 p.m. on collection day. For commercial and multi-family service the container stays in its enclosure on private property except for two hours either side of collection.
There is a reading question here that we will not pretend away. That placement bar names waste, organics and recycling containers, and the same chapter expressly takes construction and demolition debris out of its definition of solid waste. On the words alone, a debris box may sit outside that particular bar. The route into the right-of-way is the city engineer's encroachment permit, which names no container terms at all, so the only reliable answer for a specific spot comes from San Ramon Public Works.
One more power is worth knowing before you consider the street. The city may remove and impound any debris box or collection container standing in the right-of-way that belongs to an unauthorized collector, charge a council-set fee to release it, and after sixty days dispose of both the container and its contents at the owner's cost. The director can also remove a container in the right-of-way at sole discretion on public health grounds, whether its owner is authorized or not.
The permit that matters most on a San Ramon job is ours rather than yours. The city makes it unlawful to collect or transport construction and demolition debris without a non-exclusive franchise, and it scopes that franchise to projects that have been issued a building or demolition permit. Your account manager will confirm the route for your job before anything is scheduled.
