On private property, no permit. A container on your own driveway, yard or fenced site is not something the City asks you to apply for, and in National City that is the normal arrangement.
The street question needs an honest answer rather than a confident one. National City's encroachment permit chapter is written for the installation, maintenance and removal of facilities in streets and rights-of-way, and it does not name a dumpster or a debris container anywhere in its sixteen sections. So we will not tell you it is the route for a container, because the chapter's own scope says otherwise. What the code does say clearly is that nobody may deposit refuse or trash on or into any street, lane, alley or public place. The practical consequence is that a street placement in National City is settled with the City's counter rather than through a published container application, and your account manager does that for you.
The collection rule is where National City is genuinely helpful, and it is worth understanding because it saves time. The City awards an exclusive contract to collect, convey, transport and dispose of just two categories of material. The first is garbage, defined as food matter. The second is a general waste category, defined as refuse and waste material broadly, and the definition then states that it does not include plaster, rock, sand, dirt or waste material pertaining to building operations, construction or repair. A renovation load is therefore outside the exclusive contract on the contract's own words.
The City's more recent recycling rules point the same way from a different direction. They define a collector as a person who holds a City franchise and who operates routes or provides regular service, and they scope the franchise to residential and commercial solid waste, recyclables, yard waste and compostables. A container delivered to one address for one project is not route service, and construction and demolition waste is defined separately in that same chapter.
None of that removes the need for ordinary business compliance, and we handle our side of it. The City's business tax rules require a business operating by vehicle to carry its tax license in each vehicle and to display an identifying decal on it. City Hall is at 1243 National City Blvd, and your account manager will confirm the current position and the right counter for your address before anything is booked.
