Mission Viejo's household and commercial collection runs under city authorization, and the city council sets the categories, including construction and demolition as a category of its own. The city does not publish the agreements themselves. What it does publish is that anyone collecting here without a written franchise needs a current city-issued annual solid waste collector authorization, renewed by the end of December, and that each collection vehicle displays a current city decal. Your account manager confirms how that framework applies to your address and your material before anything is scheduled.
Container loads from this part of the county go to one of two Orange County landfills, both owned and operated by OC Waste and Recycling.
The closer of the two is Prima Deshecha Landfill, 32250 Avenida La Pata, San Juan Capistrano, CA 92675, on 949-728-3040. The County publishes its hours as Monday to Saturday, 7 a.m. to 5 p.m., for commercial haulers and the public.
The other is Frank R. Bowerman Landfill, 11002 Bee Canyon Access Rd., Irvine, CA 92602, reached on 949-551-7100. The County publishes its hours as Monday to Saturday, 7 a.m. to 4 p.m. for all commercial haulers, with the final hour to 5 p.m. reserved for transfer trucks.
The difference between those two gates is practical rather than technical. Bowerman is marked commercial disposal only, so a homeowner's trailer cannot use it, while a container on the truck is a commercial load and can. The County runs three active landfills, listed on its active landfills page, the third at Brea.
Two gate rules apply wherever the load ends up. The County asks for proof the material came from Orange County, and it asks every vehicle to tarp or secure its load. Both are handled on our side. Your account manager confirms the destination on the day, because the County can divert haulers to a transfer station when a landfill reaches its permitted daily tonnage.
